Civil Military Relations During COVID-19
The Human Rights and Peace Centre (HURIPEC), School of Law Makerere University in collaboration with the Centre for Resolution of International Conflicts at the University of Copenhagen in Denmark, is delighted to invite to the forthcoming webinar on “Civil military relations during Covid 19: challenges and opportunities”.
The event, the fourth in a series of conversations, aims to highlight some challenges within civil-military relations frameworks which COVID-19 has magnified in many countries including in Uganda and Sudan. It will explore new ways of understanding the concepts of security and civil military relations in these countries, which can advance peacebuilding, accountability, human dignity, sustainable development and strong institutions during Covid 19 and beyond.
Speakers
CHRISTOPHER MBAZIRA, Principal School of Law, Makerere University; Director, Public Interest Law Clinic, Makerere University will examine civil-military relations under the title: "COVID-19, the Military and the Right to Health in Uganda".
MUNZOUL ASSAL , Professor of Social Anthropology and Senior Fellow at Peace Research Institute, University of Khartoum, Sudan, will discuss the power sharing arrangement and uneasy relationship between the civilian and military actors in Sudan and how the Covid 19 pandemic has impacted these developments. His discussion will be under the title: "Sudan: civilian-military relations and covid-19."
SYLVIE NAMWASE, Post-Doctoral Researcher, Human Rights and Peace Centre, Makerere University, School of Law, Uganda, will discuss use of force under the title: “Law enforcement and civil military relations during the Covid 19 pandemic in Uganda”
MATHILDE KAALUND, Doctoral Researcher at Centre for Resolution of International Conflicts, University of Copenhagen, Denmark, will discuss civil-military relations, centre-periphery issues and paramilitarisation under the title: “International engagement in Sudan in times of COVID19: political economy and postcoloniality.”
